Joel Just is a community association industry veteran with experience in the fields of finance, real estate and engineering.
Mr. Just acquired Accell Property Management in 2018.
His other acquisitions include Complete Association Management Company Inc. (CAMCO)
Nevada Association Services, Inc.
Hampton and Hampton Collections, LLC and ATC Collections, LLC.
Prior to that, Mr. Just served four years as Vice President of Business Development and President at RMI/Red Rock Financial Services.
During his tenure with Red Rock Financial Services, he led the firm’s expansion to more than 2,500 community associations with over 500,000 homes in six states.
He is the former President of Eagle Rock Asset Management, a real estate investment company.
Mr. Just is an accomplished public speaker, addressing CAI National conferences on the topic of debt reduction tactics for homeowner and condominium associations.
Mr. Just, a University of Idaho graduate, is a kidney donor and designer of speech-aids for people with voice cancer and amyotrophic lateral sclerosis (ALS).
In his spare time, he enjoys hiking, sailing, and spending time with his family.
He has been active in the Lions Club and will champion Accell’s continued support of homeowners and community outreach initiatives.

Tracie Blankenship, CMCA, AMS, PCAM, a native Californian, has managed communities for more than 20 years in her home state. As Accell’s president, she oversees the California team and manages growth operations.
Blankenship started her community association career as a part-time assistant and rose through the ranks. Her roles supported new large-scale master-planned developments and communities including condominiums, single-family homes and mixed-use properties. Blankenship later led regional office teams throughout California.
For Keystone Pacific Property Management, she was regional manager for an office in the Inland Empire before being promoted to director of business development and sales, a role in which she helped developers establish new communities.
Her leadership with FirstService Residential spanned 10 years. As sales director, she and her staff handled sales in the San Francisco and San Diego areas, acquiring 50 to 60 new clients annually. She also ran an office in Santa Clarita and was named vice president of community management, overseeing a 30-employee Orange County team that managed 50 clients.
For the past 18 months, she served as an on-site general manager.
In 2012, Blankenship earned the Professional Community Association Manager (PCAM) designation through the Community Associations Institute, an international membership organization dedicated to building better communities. She also holds the Certified Manager of Community Associations (CMCA) and Association Management Specialist (AMS) designations.
Blankenship says she considers it an honor to be included in the very small group of PCAM designees around the country.
Away from the office, Blankenship is a proud mother of two who enjoys spending time with family and at the ocean. She likes water sports and boating, art, music, golf and tennis. She also describes herself as someone who has a heart for giving back; she volunteers whenever she can.
Blankenship said she feels fortunate to share her passion for the industry and its growth with Accell’s staff and clients.
Vice President of Operations
A native of Southern California, Monica Ghasri has been a team member of Accell for over twelve years. She previously held the positions of Director of Community Services and Community Service Manager. Monica has been promoted to Vice President of Operations. She earned her Bachelor of Science Degree in Management. Prior to joining Accell Property Management, Monica worked in the construction industry as a project coordinator.
Aulia Steinbis came to Accell Property Management in 2019 bringing 20 years of Corporate and Small Business accounting experience. Aulia also has Property Management experience spending three years as onsite management. Her diverse background is a tremendous asset that she utilizes to provide the highest level of quality and customer service. She strives to live each day better than the day before and applies this passion to her daily work. Aulia relocated in 2019 to Orange County from Washington state and has lived in Idaho, Montana, Oregon and Arizona.
General Manager, Portfolio Division
Debra Lobichusky is a dedicated, self-motivated General Manager, Portfolio Division and has been in the community association management industry since 2007. She started at Accell Property Management in an entry level position as a customer service manager for 35+ accounts and quickly worked her way up to Portfolio Manager, Senior Manager, Director of Property Management and Sr. Director of Property Management before being named General Manager, Portfolio Division. Her satisfaction is providing exceptional customer service to our residents, clients and retaining their relationships. Debra has earned the Nationally Certified Manager (CMCA) designation.
Debra previously worked as a Corporate Executive Accounts Manager for 16 years in database management and marketing services.
Her professional experience includes: Management of homeowner’s associations, facilities management, financial review and budgeting.
